Its a Star Delta 3-Phase waring Diagram  

Description 
 
Pushbutton I energizes timing relay K1. The normally open contact K1/17-18 (instantaneous contact) which applies voltage to star contactor Q13, which closes and applies voltage to mains contactor Q11 via normally open contact Q13/14-13.
Q11 and Q13 maintain themselves via the normally open contacts Q11/14–13 and Q11/44–43. Q11 applies voltage to motor M1 in star connection.

At First Press On Push and Electron Go to K1 Coil Supply . K1 Timer Active And N/O Close then Q13 Active/Q13 - N/O Close and Q11 Active ! ( Motor Already Start Star connection )! 15Sec Later Timer Disconnect K1 Q13- Contact17/28, and connect 17/18 and Finaly Motor Run Delta Connection !
Please see the Picture When Q13 On Then Q15 off And When Q15 on then Q13 Off ! So No Risk for Short Ckt ! Thanks By eeefirm Admin !
